In April 2018, while the Assembly was discussing the Draft Bill No. 53 related to commercial activities in residential areas, the deputy Roberto Ayala introduced in this Bill, an article that repeals the Contract Law of PSA.

Article 148 of the Organic Regulation of the Internal Regime of the National Assembly establishes that it isn’t allowed to incorporate into a bill, changes that deal with matters foreign to the project. However, the project was finally approved by the members of the Assembly, who didn’t realize this modification and, therefore, didn’t debate on the article presented by Ayala. After the approval of the Assembly, a bill must pass to the executive branch so that through its approval, the law is enacted.



Status:



On May 29, 2018, President Juan Carlos Varela objected to Article 6 that repealed the Contract Law due to its unconstitutional character, and in this way, vetoed Draft Bill 53 of 2018.
