In 2016, Crispiano Adames and Irving Ríos, both legislators of the National Assembly and representatives of the Democratic Revolutionary Party (PRD), tried to repeal Law No. 2 of February 10, 2015 on two occasions.

The first occasion happened on September 1, 2016, when Crispiano Adames presented a bill, claiming that PIMPSA initiated a triangulation and conversion system of its Concession 012-97 when it donated the land to PSA.

This argument is rooted in the same basis as the case presented by the lawyer Miguel Bernal, which was dismissed. Additionally, he indicated that, according to Law 36 of 2008, PSA should have invested $ 70,000,000 dollars or more in the terminal and assumed, erroneously, that PSA had not invested such amount. He concluded by adding that the National Assembly approved Law No. 2 of 2015, which in one of its articles includes the revocation of Law No. 36 of 2008.

Mr. Adames argued that the Assembly should have analyzed both acts separately, and noted that the Contract Law was not fully discussed in the National Assembly. At the same time, Mr. Ríos presented the exact same bill mentioned above on October 24, 2016, with the objective of repealing Law No. 2 of February 10, 2015.



Result:



Both bills were irrelevant, because the Economic and Finance Commission and the Trade and Economic Affairs Commission, respectively, did not deal with the projects during the corresponding legislative periods, so they expired.
